The story behind it

Researched Oct 16, 2026 · Medium confidenceSupported by public records, with some gaps or single-source details.

Troy’s former American Theatre is being restored for films and performances after closing in 2006. Construction was announced underway in August 2026, while the October 16 packet proposes a separate tax-assistance package whose final adoption and closing are not established.

History

At 285–289 River Street, Proctors dates the American Theatre’s opening to 1920 and credits architect Abraham K. Mosley and cinema operator Benjamin Apple. It began with first-run films; Times Union reporting identifies its later Cinema Art adult-film operation as 1963–2006 and records removal of the deteriorating marquee in April 2006. Proctors describes the building as vacant after its 2006 closure, rather than establishing an uninterrupted vacancy period from the closure date alone. The restoration would return the property to public film and performance use, with masonry, windows, decorative interiors and the marquee restored alongside modern systems. The opening year is not a verified construction year: Times Union cites property records for an 1890 building date. Earlier revival efforts did not establish a reopening; September 2026 draft minutes trace the application to 2017 and an earlier approval to 2023. An August 6, 2026 announcement, republished by Proctors, says construction is underway. The September application still names Dauchy/River Triangle LLC as owner under a conditional purchase contract; the 2026 assessment roll also names that entity. Neither establishes that the anticipated Proctors acquisition has closed.

Claims & figures

  • ProjectionTwo full-time, five part-time and 16 construction jobs are forecast. — September 2026 applicant filing
  • ProjectionMore than 30,000 annual visitors and educational/community programming are anticipated. — Proctors current project page
  • ProjectionHistoric rehabilitation would restore a film/performance venue and façade. — September applicant scope; proposed outcome, not completed work
  • ProjectionThe current project page describes 114 reclining seats; January 2025 reporting described about 100 lounge-style seats plus side-table seating. These are dated design descriptions, not an as-built occupancy limit. — Proctors current project page and January 7, 2025 Times Union report

Connections

  • American Cinema (CBT-0001) and Leonard Hospital redevelopment (CBT-0014) both involve Troy . This is a shared public-agency relationship, not evidence of common ownership. No additional common-owner relationship was established in the 55 current projects, 23 businesses, four previously saved archive records and retrieved prior research checked.

Open questions

  • What action did Troy ultimately take on October 16, and what terms appear in the signed and assistance agreements? The posted packet contains proposed documents rather than a verified final outcome.
  • Has title transferred from Dauchy/River Triangle LLC, and has the historic-credit investor entered the project ownership structure? The September application and 2026 roll do not establish a later closing.
  • Which committed grants and historic-credit equity have closed or been paid, and what enforceable operating or public-access obligations accompany them?

Discrepancies noted

  • Proctors dates the cinema opening to 1920; January 2025 Times Union reporting attributes an 1890 building date to property records. These describe potentially different milestones; construction chronology remains unverified.
  • September’s application requests $37,500 mortgage-tax relief; October’s CBA models $46,100. The later estimate does not establish an approved or used benefit.
  • The 2026 roll describes a one-story theatre on 0.14 acres; September materials describe two stories and approximately 0.17 acres. The identical parcel number connects the records; final measured scope remains to be reconciled.
